House Passes EPA Appropriations; Funds Brownfield Program

This week, the House of Representatives passed the Interior, Environment & Related Agencies appropriations bill, which includes funding for the Environmental Protection Agency (EPA) and the programs it oversees.  The bill includes funding for the Brownfields program, among other programs.

The House allocated $80 million for Brownfields grants and directs that at least 10 percent of such grants be provided to areas in which at least 20 percent of the population has lived under the poverty level over the past 30 years.  Overall, the House is funding EPA at $7.9 billion, which is a cut of $100 million, but an increase from the Administration's budget request.

The bill was sent to the Senate, where the Appropriations Committee is working on their own bill.  Because of disagreements between Democrats and Republicans in the Senate, it is unlikely that individual appropriations bills will be able to pass that chamber.  It is expected that Congress will use another continuing resolution (CR) to keep the government funded when the fiscal year ends in October.
